The largest single public investment in broadband in American history — federal money for states to bring high-speed internet to every home and business that still lacks it.

The origin

Born in the 2021 infrastructure law

Created by the Infrastructure Investment and Jobs Act, signed in November 2021. Administered by the NTIA, an agency inside the US Department of Commerce.

How it works

The states run it

Each state, DC and the five territories received an allocation based on how many unserved locations they have — then awarded the money to providers as subgrants. Unserved locations first, underserved next.

The 2025 reset

2025 rewrote the rules

NTIA's June 2025 Restructuring Policy Notice ended the programme's fibre preference, made it technology-neutral, rescinded earlier approvals, and forced every state to re-run provider selection in a "Benefit of the Bargain" round.

Right now

Where it stands now

NTIA approved all 56 state and territorial final proposals by 25 August 2026. The programme estimates at least $21 billion in savings — and on 3 September 2026 NTIA said states may use the leftover money for another round of deployment bids.
