Putin reshuffles Russian cabinet with five new appointments
Vladimir Putin signed decrees appointing five new Russian cabinet members, including a new combined deputy-prime-minister-and-finance-minister post for Anton Siluanov.
Russian President Vladimir Putin signed decrees on Thursday appointing five new members of the Cabinet, a day after the State Duma approved the nominations, the Kremlin said.
Anton Siluanov was appointed deputy prime minister while retaining the finance portfolio — a new combined post of deputy prime minister and finance minister, which takes the number of deputy prime ministers from 10 to 11. Siluanov, who has headed the Finance Ministry since December 2011, was relieved of his previous position as finance minister to take up the new role.
Andrey Nikitin, transport minister since July 2025, became deputy prime minister. First Deputy Finance Minister Irina Okladnikova was appointed deputy prime minister and chief of the government staff. Primorsky Krai governor Oleg Kozhemyako, who has previously headed three other Far Eastern regions, became deputy prime minister and presidential plenipotentiary envoy to the Far Eastern Federal District. Dmitry Yadrov, head of the Federal Air Transport Agency (Rosaviatsiya) since September 2023, was appointed transport minister.
Yury Trutnev was dismissed as deputy prime minister and Far Eastern envoy and appointed a presidential aide. Dmitry Grigorenko was dismissed as deputy prime minister and chief of staff; Sberbank said its supervisory board would consider his appointment as the bank’s deputy chair on 10 November, with responsibility for strategic projects including digitalisation and artificial intelligence in the public sector.
The newly restructured Cabinet is scheduled to hold its first meeting on Thursday, according to the government press service. Expert assessments cited by Turkish media say the reshuffle aims to strengthen the Cabinet’s economic bloc amid rising Western sanctions on Russia.
