EU unveils new Arctic security strategy with icebreakers, cable hubs and satellite watch

The European Union presented a new Arctic strategy on Tuesday, with security at its core.

The strategy, produced by the European Commission and EU foreign policy chief Kaja Kallas, pledges to boost satellite surveillance, increase monitoring of undersea cables and help EU member states buy icebreakers.

It plans an Arctic cable hub to monitor, protect and help repair undersea cables, and a “maritime security hub” sharing information between EU members and partners “from seabed to space”. It will also support a sovereign, secure submarine cable linking Greenland directly to the EU.

“The Arctic is one place where the tectonic plates of geopolitics are colliding,” European Commission president Ursula von der Leyen told reporters in Strasbourg. “When we see that sovereignty, territorial integrity, and the rules that have underpinned stability in the region can no longer be taken for granted, we have to act.”

Kallas warned that “the Arctic has become the front line of global power competition”, accusing Russia of reopening Soviet-era bases, testing weapons, GPS jamming, drone incursions and cable sabotage.

EU countries currently have roughly 10 icebreakers, some unable to operate in Arctic conditions, and joint procurement will be explored. Norway, Iceland and Canada were intensively consulted during preparation; Britain is said to be “heavily interested”.

The strategy carries no price tag, and officials conceded that funding commitments depend on the EU’s next long-term budget.
