US envoy Steve Witkoff will travel to Russia on Wednesday to present Vladimir Putin with an updated proposal to end the Ukraine war, shaped by Tuesday's Oslo talks with Volodymyr Zelenskyy and European leaders; Jared Kushner joins virtually. Trump pressed Kyiv: 'time for Ukraine to end the war.'
US envoy Steve Witkoff will travel to Russia on Wednesday to present Russian President Vladimir Putin with an updated proposal to end the war in Ukraine, Axios reported on Tuesday evening, citing a US official. President Donald Trump’s adviser Jared Kushner will join the meeting virtually.
The mission follows a day of talks in Oslo, where Witkoff met Ukrainian President Volodymyr Zelenskyy alongside the leaders of Norway and Finland and representatives from France, Britain, Germany, Poland, the EU and NATO. A US official described the discussions as “constructive”, telling Reuters that Ukraine brought forward new ideas which were discussed in detail, and that participants made “meaningful progress” toward a coordinated approach to engaging Russia.
The talks covered “key elements of a comprehensive peace framework”, including security guarantees for Ukraine, a post-war economic plan and a broader European security architecture, with the updated proposal aiming to “create a pathway toward direct trilateral and broader multilateral negotiations”.
During the Oslo sessions, Kushner — participating remotely — repeated Trump’s demand that Ukraine cease strikes on Russian oil refineries. Axios reported one participant described him as “very direct”; Zelenskyy said Kyiv was prepared to cease the strikes if Russia took reciprocal steps. Meanwhile Trump said it was “time for Ukraine to end the war”, while saying Russia “would like to get it done”. Moscow has signalled its limits: Foreign Minister Sergey Lavrov said Russia would listen to the proposals but ruled out any political concessions.
