Quad leaders' summit to be held in Manila next month, Rubio confirms
US Secretary of State Marco Rubio has confirmed the Quad leaders will hold their first summit in more than two years in Manila next month, on the sidelines of the ASEAN conference. The exact date is yet to be fixed.
US Secretary of State Marco Rubio has confirmed that the leaders of the Quadrilateral Security Dialogue will meet in Manila next month — the group’s first leaders’ summit in more than two years.
Rubio made the announcement on Tuesday in an interview with Indian news channel CNN-News18. “It’s been agreement now that we’re going to do it; we’re going to do it in Manila, at the Asean conference,” he said. “We don’t have the specific date yet, but that’s going to happen, and we’re very enthusiastic about it.”
The Philippines chairs ASEAN this year and will host the bloc’s leaders’ summit and related multilateral meetings from November 16 to 18, giving the likely window for the Quad gathering.
The last Quad leaders’ summit was held in September 2024 in Wilmington, Delaware. India was due to host the 2025 edition, but the meeting was repeatedly delayed as relations between New Delhi and Washington deteriorated over US tariffs, oil sanctions and visa restrictions. Australia holds the rotating chair this year.
Rubio added that Quad foreign ministers will meet again in late October on the sidelines of a G20 gathering of top diplomats in Atlanta to make final preparations for the leaders’ summit.
The Quad — the US, Japan, India and Australia — is widely seen as a mechanism to counter China’s influence in the Indo-Pacific. The leaders’ announcement comes days before US President Donald Trump is expected to meet Chinese President Xi Jinping in Shenzhen, China.
