Senate Democrats block Republican bill restricting congressional stock trading
Senate Democrats blocked the Stop Insider Trading Act 53-47, short of the 60 votes needed, arguing it fell short of a full ban and carried a "poison pill" voter ID provision.
Democrats in the US Senate on Wednesday blocked a Republican bill that would have restricted stock trading by members of Congress, voting 53-47 against opening debate — short of the 60 votes needed to clear the procedural hurdle.
The Stop Insider Trading Act passed the House of Representatives in July. It would have barred members of Congress, their spouses and dependent children from buying shares in publicly traded companies. Democrats refused to back it, arguing it fell short of a full ban: lawmakers could keep stocks they already hold, use dividends to buy more shares, and let spouses or children trade on their behalf.
The bill also carried a Republican provision tightening photo ID requirements for voting in federal elections, including mail ballots — language Democrats denounced as a “poison pill” that would make voting harder for eligible citizens.
Senate Democratic leader Chuck Schumer led the opposition, calling the vote “another desperate Republican attempt to pretend they’re fighting corruption when what they really want is to score political points because they know they’re drowning in their campaigns”. Senate majority leader John Thune, a Republican, had defended the bill on Tuesday, saying its provisions “strike at the very heart of issues that the American people care deeply about”.
A December study by the watchdog Common Cause found members of Congress from both parties executed 13,324 stock trades last year, worth a total of $635.6 million. The vote comes weeks before the 3 November midterm elections, with Republicans holding slim majorities in both chambers.
