Home Secretary Shabana Mahmood has announced an independent review into the murder of 18-year-old student Henry Nowak, who was stabbed to death in Southampton on 3 December 2025.

Speaking in the Commons, Ms Mahmood said: “Last December, Henry Nowak’s life was cut short in a horrific and senseless act of violence. Today, I can announce an independent review led by a former lord chancellor, the Right Honourable Alex Chalk KC.”

The review will examine whether warning signs about killer Vickrum Digwa were missed in the five years before the attack, and how Henry’s family were treated afterwards by the police, prosecutors, courts and prison authorities.

A second phase will consider the police watchdog’s handling once the Independent Office for Police Conduct completes its investigation into officers’ actions at the scene, including the use of handcuffs, the first aid provided, and whether race or religious bias played any role. First findings are expected by March next year.

The case drew national attention after Henry was handcuffed at the scene as he lay dying. Digwa was convicted of murder on 28 May 2026 and given life with a minimum term of 21 years.

Henry’s family welcomed the announcement as “at last, some positive news”, adding: “We hope this review, alongside the ongoing investigations and inquest, will finally uncover the full truth.”

This review is distinct from the separate HMICFRS inspection commissioned by the Hampshire and Isle of Wight Police and Crime Commissioner, which focuses on broader force-level systems and culture.
