Northern Ireland becomes first UK region with graduated driving licences

Graduated Driver Licensing takes effect in Northern Ireland today, bringing a six-month minimum learning period, 24 months of R plates and night-time passenger limits for young drivers.

Northern Ireland has become the first part of the UK to introduce graduated driving licences, with the rules in force from today. Infrastructure Minister Liz Kimmins calls it the most significant change to driver licensing in almost 70 years.

Learners aged 17 to 24 must wait at least six months after getting a provisional licence before their practical test, carers excepted, and complete 14 training modules recorded in a logbook signed off by an instructor or supervisor. Newly qualified drivers must display R plates for 24 months, doubled from 12, and the old 45mph R-plate limit has been scrapped. Drivers who became provisional before October 2026 are unaffected.

For six months after passing, drivers up to 24 may carry only one passenger aged 14 to 20 between 11pm and 6am, immediate family exempt. New motorcyclists face a compulsory logbook of 10 mandatory modules plus an optional motorway module, but the six-month wait and night-passenger limits do not apply. Rule-breakers face three penalty points or a fine of up to £1,000.

The aim is to cut fatal and serious crashes involving young drivers: police say more than 23,000 people were killed or seriously injured in crashes involving drivers aged 17 to 24 in the past five years, while the AA argues 20 to 40 per cent of young-driver deaths and serious injuries could be avoided with such schemes, which it says work in Australia, Canada and New Zealand.

Greg Smith MP, the Shadow Minister for Transport, is sceptical, saying he would “much rather” see tougher tests covering motorways, nights and rural roads.
