Iran says US conveyed views on seven-day Hormuz plan; Washington split on concessions
Iran's deputy foreign minister says Washington has submitted its views via mediators on Tehran's seven-day proposal to reopen the Strait of Hormuz and that Iran is reviewing them; a US official told CNN Trump would consider sanctions relief only with 'concrete progress' on the nuclear issue.

Iran says the United States has submitted its views via mediators on Tehran’s seven-day proposal to cease hostilities and reopen the Strait of Hormuz, and that the response is now under review. Deputy Foreign Minister for Legal and International Affairs Kazem Gharibabadi made the remarks in Tehran on Sunday, according to the semi-official Fars news agency, saying Washington’s views arrived through third-party channels (https://hiindia.com/iran-reviewing-us-views-on-7-day-plan-to-cease-hostilities-senior-diplomat/).
“These views are currently under review in Iran. If the Islamic Republic of Iran’s final response is prepared, the necessary steps will be taken through the appropriate channels,” Gharibabadi said, Al Jazeera reported. The proposal — a plan presented by Foreign Minister Abbas Araghchi on the sidelines of the UN General Assembly in New York late last month — would see Iran reopen the strait within seven days in return for the US lifting sanctions and its blockade and releasing part of Iran’s blocked funds (https://www.presstv.co.uk/Detail/2026/10/04/777609/Iran-Gharibabadi-Iran-proposal-US-replies).
Washington’s position remained fractured in public. A US official told CNN on Monday that President Donald Trump is willing to give Iran sanctions relief and release frozen funds as part of a final deal, but only with “concrete progress” on the nuclear issue, describing “positive and constructive discussions through the mediators” led by Special Envoy Steve Witkoff, Jared Kushner, Vice President JD Vance and Secretary of State Marco Rubio. Trump, however, said on Truth Social on Monday that he “offered them nothing!” after rejecting the proposal as “unacceptable” on Saturday while telling Axios he expected more talks this week.
US Ambassador to the UN Mike Waltz said on Sunday that Washington had rejected the proposal, claiming Tehran sought sanctions relief and access to “billions in frozen assets” before nuclear negotiations. Araghchi said on Monday that Iran had held further indirect talks through Qatari mediators in New York and was awaiting an official US response, “hopefully” by Tuesday.
The diplomacy comes against a tense weekend at sea: a commercial tanker was struck by an unidentified projectile in the strait on Sunday, sustaining engine-room damage with no spill reported, according to UKMTO (https://www.devdiscourse.com/article/international/3986662-iran-reviewing-us-response-to-diplomatic-proposal-presented-at-un-gharibabadi).
