US Senate blocks resolution demanding West Bank violence report
US Senate Republicans blocked a Democratic resolution that would have forced the Trump administration to report to Congress on violence in the occupied West Bank, including the killings of nine Americans since 2022, in a 47-51 vote on Tuesday.
US Senate Republicans on Tuesday blocked a Democratic bid to require the Trump administration to report to Congress on increasing violence in the occupied West Bank, including the deaths of American citizens.
The procedural vote went 47 to 51, largely along party lines: every Republican voted no except Rand Paul of Kentucky, and every Democrat voted yes except John Fetterman of Pennsylvania.
The resolution, led by Democratic Senator Chris Van Hollen of Maryland, would have required the State Department to submit a report within 30 days on Israel’s human rights practices and on violence in the West Bank — including the reported killings of nine Americans by Israeli settlers or security forces since 2022. Van Hollen said it was “long past time” to examine human rights in the West Bank: “It is our responsibility to ensure recipients of US taxpayer dollars act in line with our laws and our values.”
Senator Tim Kaine, Democrat of Virginia, was among more than 20 senators backing the measure, arguing Israel’s government had failed to hold violent settlers accountable: “There’s been zero accountability from the Israeli government.” More than two dozen religious and advocacy groups had urged senators to support it.
The resolution would not have immediately cut US aid to Israel, but a failure by the administration to deliver the report could have triggered restrictions on certain security assistance. Senator Steve Daines, Republican of Montana, urged a no vote “so we can stand with our ally Israel as they beat back the scourge of Iranian-backed terrorism.” Prime Minister Benjamin Netanyahu, who faces an election next month, has denounced recent settler attacks in the West Bank.
