Manchester City found guilty on 114 of 115 Premier League financial charges

City found guilty on all but one of 115 charges over 2009–2018 financial breaches; club expected to appeal, with sanctions yet to be decided.

Manchester City have been found guilty on 114 of the 115 charges of breaching the Premier League’s financial regulations, according to a report by The Athletic’s David Ornstein published on Friday.

The charges, first brought in February 2023, relate to alleged breaches between 2009 and 2018 — a period in which City established themselves among Europe’s elite, spending around €1.44bn on new players and winning the Premier League title in 2012, 2014 and 2018. The charges cover claims the club failed to provide accurate financial information, breached rules on payments to players and managers, and failed to comply with financial regulations including UEFA’s financial fair play rules and the league’s own profitability and sustainability rules.

No sanctions have yet been decided, with all possibilities remaining on the table, and City are expected to appeal the verdict. Their immediate position in the Premier League is unchanged — City sit top of the table after five matches of the 2026/27 campaign.

A Manchester City spokesperson told The Athletic: “The Premier League process remains ongoing, with significant elements to be completed, and subject to strict confidentiality. As such Manchester City FC’s position remains consistent with the club’s statement of February 2023.”

A Premier League spokesperson said the league process remains ongoing and subject to strict confidentiality. The investigation began after the German newspaper Der Spiegel published leaked financial documents in November 2018, and the case was referred to an independent commission.

The club have consistently denied the allegations, claiming they hold a “body of irrefutable evidence” in support of their defence.
