Executives from OpenAI, Anthropic and Hugging Face will brief the UN Security Council on Wednesday amid warnings that increasingly powerful AI could soon improve itself, slip beyond human control and threaten international security.

OpenAI chief executive Sam Altman, Anthropic chief executive Dario Amodei and Hugging Face co-founder Clément Delangue are due to address the 15-member council at the General Assembly gathering. Altman plans to urge leaders to adopt benchmarks for measuring AI capabilities and assessing company safeguards, an OpenAI executive told reporters on Tuesday.

Council members, including AI rivals the United States and China, are also set to speak, with French Foreign Minister Jean-Noël Barrot in the chair. A European diplomat said the meeting aimed to spotlight practical risks of AI losing control — “the key question is whether we could one day face a situation where algorithms interacting with each other trigger a war”. The US and China have discussed a notification system for AI incidents at national-security level ahead of Thursday’s Trump–Xi meeting in Washington.

Trump told the General Assembly on Tuesday he “rejects any attempt to construct a globalist scheme to control” AI. “We’re going to encourage it, not rein it in,” he said, claiming the US leads China “by a lot”. Guterres, who has warned AI’s risks cannot be ignored, created a 39-member AI advisory body in 2023; the council will also hear from panel co-chair Yoshua Bengio, one of AI’s “godfathers”.
