FCC tees up September 30 vote on unlocking satellite spectrum for rural broadband

The FCC will vote September 30 on opening more than 1,000 MHz of spectrum in the 12.7 and 42 GHz bands for satellite broadband — with thousands more megahertz up for debate.

The FCC is about to decide how much new airwaves the satellite internet industry gets to work with — and the answer could shape rural broadband capacity for years.

On September 8, Chairman Brendan Carr announced the tentative agenda for the September 30 open meeting, and the standout item is called “Unlocking Satellite Spectrum Abundance.” Per the Benton Institute’s summary, the draft order would open more than 1,000 megahertz of spectrum in the 12.7 GHz and 42 GHz bands to provide “greater capacity for satellite broadband to the home or for in-flight connectivity and the like.”

That’s not all. Two further notices would ask whether to unlock:

  • an additional 1,175 MHz in the Ku- and Ka-bands plus 138.25 GHz in the D-band for more intensive satellite use, and
  • three entirely new bands — across thousands of megahertz — for spacecraft control and emerging uses like in-space servicing, assembly, and manufacturing.

The 12.7 and 42 GHz bands were teed up for satellite use in 2025, but September 30 is when the commission actually votes. Reuters reported the move would boost capacity for high-speed satellite broadband to the home, in-flight and on-ship connectivity, and traffic routing in satellite ground networks.

What it means for rural readers: spectrum is the raw material every satellite constellation — Starlink, Amazon Leo, OneWeb, Telesat — needs to deliver more speed to more homes. A vote to unlock these bands is a vote for more satellite capacity landing in places fiber will never reach. Starlink’s 80th launch of 2026 alone added 27 satellites to the constellation. As New Space Economy noted, opening spectrum doesn’t automatically produce service — operators still need compatible payloads, terminals, and licenses — but without spectrum, capacity can’t grow at all.

One caveat: a tentative agenda item is not an adopted rule. Commissioners can approve, modify, delay, or reject it, and the details will live in the final text the FCC releases after the vote. Meanwhile the policy backdrop is shifting fast — SpaceX has urged the FCC to wind down its $4.5-billion-a-year rural subsidy programmes on the grounds that satellites have made them obsolete.
