US special envoys Steve Witkoff and Jared Kushner will take part in talks on Ukraine in Oslo on Tuesday, Norway’s government has confirmed. The pair will join meetings in the Norwegian capital between Ukrainian President Volodymyr Zelenskyy, Finnish President Alexander Stubb and Norwegian Prime Minister Jonas Gahr Støre, according to the Office of the Prime Minister.

The announcement, published on Tuesday morning, said Ukraine had requested that the two US envoys join. “I am pleased that they are able to participate,” Støre said, adding that Norway and Finland were “pleased to be able to continue this work” and that the aim was “to put diplomatic efforts on a more constructive path”.

Witkoff will travel to Oslo in person, while Kushner will participate remotely by video link, the government said.

Reuters reported that Zelenskyy is arriving in Oslo for talks on the war in Ukraine and European security, co-hosted by Norway and Finland. Stubb said the talks would cover “Russia’s illegal war of aggression against Ukraine and the overall security situation in Europe”, while Støre described the meeting as coming “at a critical time for Ukraine”. The three leaders are expected to hold a press conference later on Tuesday, and Zelenskyy is also expected to meet Norway’s king and visit parliament, AFP reported.

Axios reported, citing an anonymous US official, that Witkoff then plans to travel to Russia to present ideas to President Vladimir Putin; the White House did not immediately respond to AFP’s request for confirmation.
